I think it could work, like some 1920s Delta Green... wait, I guess that's what Threshold really is. I personally like the "everyday, unlucky sap" and librarian with a gun and necronomicon sort of Threshold, but to each his own
It's still not enough to scare my Heralds of the Yellow Sign cult!

I have played it, I have the rules and some models.
I am not a big fan, first of all I think the rules lack finess. There is a lot of modifiers all tests are made with d20. So when someone shoots at you he will roll to se if he hits with a lot of modifiers and then you will try to beat his score with your dodge. It the first game you so not have a clue of how large chance you have to performe an action.
The models are great, they are however not created to ever be able to be moved. One of my snipers had small metal spikes that where supposed to be attached to the back, they where 2 mm long and less than 1 mm wide.
As for terrain you shall never be able to trace a line of fire from one table edge to another table edge.
