Went to the immigration office today. The definitive answer on getting a permanent residence status is:
Live here for ten years consecutively.
OR
Be married to a Japanese citizen for 3 years AND have a spouse visa.

I have been in Japan for 9 years and married for 3, but I don't have the spouse visa. The staff gave us all the forms to complete and told us that we can apply for the permanent visa on the day we receive the spouse visa.

I'm off to jump through government hoops for a while.

@ Prim: I bet that the bureaucrats play games where fill out piles of paperwork and comply with litanies of rules. They probably think their increasing your fun.

Finally got the first unit of firelocks finished for Cromwells New Model Army. 1646.
Just need to add the anti shine Matt varnish tomorrow.

Historical fact: the new model army were the first instances of red, white and blue in British uniform.

I added a tad bit on my cannon crew tonight. I put a kind of highlighting layer of blue on. Anyway, I retire from painting for tonight.

Got the gray down on a squadron of Vultures for my Epic IG. Metal, cockpit glass and maybe some simple unit markings and they'll be done. After them will be the assault squad for ASC.
