I know this is a bit of threadomancy but I somehow missed this thread. Here are some points I want to make;
OVERALL TOURNY SCORES
Finally: How to avoid people not playing the first round but winning:

loss=3pts
draw=4pts
win=5pts

3 games. total points available=15
someone plays and loses all 3 games = 9 pts
someone misses first game and wins 2nd two =10 pts
Great idea. Simple yet solves the problem nicely.
PAINTY POINTS
For what it's worth, I also disagree with a sliding scale of painty points.
I like the idea of a well painted army being rewarded but at the same time don't think it should impact on who wins. Perhaps a players choice award fro best painted army? Doesn't even need a prize, just the vote of your fellow gamers and a round of applause for a spiffy 40K force would be nice.
It can easily be said that a player that decimates the opponent’s army will probably have more fun than the player that is getting decimated. Thus ratings could become based on the outcome of games.
I couldn't disagree more. Decimating another army or having your own one decimated is never nice. A close run battle is far more enjoyable thing. Any decent person would, like Prim, feel bad for the other person.
there is a degree of secrecy that can be ensured to allow people to vote honestly.
Why the need for secrecy to be honest?If you want to criticise someone, do it to their face.

Well, at least you can gather round, toast some marshmallows and relax after the bridge is lit. Seriously, it can be quite liberating at times. :D

I guess it depends on how you tell people that the game wasnt fun and the reasons you have for doing so. The other person's attitude has a lot to do with it as well. At the 40k Tournament, everyone playing was a decent, civil human being (ok, thats pushing it for Pikey I admit), but there was nothing for anyone to complain about really. If the event had been bigger I would have collected sportsmanship scores in private, but since I knew everyone there it was fine.

I am afraid I have to agree with Spevena here...

If you can't be completely open about how some one makes you feel then you should not be playing games with them. If I did not know that I couldn't be a good sport at a tournament there is no way I would even go to one. I am being and Jack ass then someone should point it out to me... if they can't do that then they should just suck it up and be cool. I know that I am the kind of guy that would not ding anyone on sportsmanship behind their back... bad form...
