paypal question

I've been trying to send a F&F payment on paypal this evening, and it seems...I can't? Has anyone ever sent a Friends and Family payment on Paypal from their Japanese account? For reasons I cant fathom it seems to be impossible, and I begrudge the bastards charging me a percentage for G&S when anyone outside the country can do it for free (unless, apparently, you're trying to send a F&F from the UK to Japan. Then they charge you 2quid for the privilege).

Any input would be much appreciated. Cheers
