Newb 40K Question

Are all the distinctive characteristics of the White Scars listed at
http://warhammer40k.wikia.com/wiki/White_Scars (especially the Chapter Combat Doctrine section) given in the Marines codex, or is most of it fluff? How much actual difference rules-wise is there between the different chapters in the generic Space Marines codex?

I could be wrong but I guess they get fleet of foot. And out flank. Instead of combat tactics.

You are partly correct.
IF you take the White Scars character (Khan), then all units exchange Combat Tactics for Outflank. Dedicated Transports also gain the outflank rule. If you want to go one step further and get lots of bike mounted troops, you can mount Khan on a bike and make bike squads of 5 or more models a troop choice. Of course, if you didn't want to outflank, you can take any captain on a bike and still make bike squads of 5 or more models a troop choice.
Khan himself isn't bad for what he does and costs and he works well in an infantry squad or in a bike unit.

I'm thinking a small force of White Scars with bikes and a Storm Talon might be fun to add to my Space Wolves.

In 6th it all still works fine.
