Core Unit Reqs

I want to ask about minimum reqs when building a fantasy army in 8th edition.

In the 7th edition army books it says that you need a certain amount of core units in an army depending on what point level you are playing at. But in the 8th edition rulebook it says that as long as your army consist of 25% core units from the total point value you are ok to go.

I think I asked this before at a gaming event but what do I follow? I think that I have been told that the 8th edition rulebook decides, but is this right?

Secondly, I want to ask about certain core units. For example in the 7th edition of Chaos Warriors it says that Warhounds are core units but it has a note to it saying that they can not be counted towards your minimum core unit req, how is that now with the 8th edition? Do I count units like warhounds into my 25% total core unit point value or will the unit be ignored for this?

They dont count towards your 25% minimum.
