Infiltrators and ICs and Outflank

Here's a question that has been bugging me.

An Independent Character without the Infiltrate rule cannot join a group of Infiltrators during deployment.
But, could they join if the infiltrators are deploying normally and not using the Infiltrate rule?

What if they use the Infiltrate rule to perform an Outflank? Can an IC come along?

Scouts can be joined by ICs, and thus they can bring ICs with them when they Outflank. Can infiltrators?

I ask this because Kroot get Infiltrate and Crisis Suits get Acute Senses, so a Tau Commander could outflank with Kroot allies to good effect.

Unless specified in the special rule itself, ICs never gain a unit's special rules and vice versa.

Infiltrate
ICs may not join a unit of infiltraters if they infiltrate.
ICs may join a unit of infiltraters in reserve, but unless they will not be able to outflank.

Scout
ICs may join a unit of Scouts during deployment, but will not be able to redeploy.
ICs may join a unit of Scouts in reserve, but will not be able to outflank.

There are ways around this.
If the IC has the rule in question he can use it for himself and join any units.
If some part of the unit confers the special rule he can use it (e.g. Shrike or Snikrot).
If the IC is in a vehicle with the outflank rule (probably from Scout) he can come in with the vehicle. (E.g. Valkyrie).
If the IC is attached to a unit with Scout inside their dedicated transport. The unit gives scout to the vehicle, vehicle doesn't lose scout from transporting a non-scout unit. (I believe Tau pathfinders can do this).

Actually, Outflank now works as long as 1 model in the unit has it. P.40 in the big rulebook. Acute Senses is a similar deal.

That's why the Slaanesh mount in the new Chaos book grants Outflank and Acute Senses - it's so a Chaos Lord can take the unit of his choice on a wacky road trip.

The Scout rule - unlike Infiltrate - says nothing about not letting characters join, so presumably you could still do a Scout redeploy with an IC.

The book is silent on whether you can join Infiltrators when they don't infiltrate, but saying that they can't seems harsh and unfair. Of course, if you allow it then you probably need to allow then to outflank together.
It seems worth discussing here rather than trying to make an argument at the game table.

Having taken a closer look at the rulebook again, both scout and outflank WILL work with an IC attached.

Infiltraters can only deploy via Infiltrate or be put into reserve. (I didn't see a 'may' clause in the Infiltrate rule).
If they choose the former option then they may not have an attached IC. If they go into reserve then they can have an IC and outflank with them.
